Velma Anne Ruth, M.Ed. is Founder of Independent Review, Inc., a partnership consulting firm supporting prominent private clients out of the Washington, D.C. metro area in management, finance and administration, domestic and international finance, federal certifications, risk mitigation and compliance, strategic market research, government and public relations, marketing and communications.
Velma is based in the Washington, D.C. area of Pentagon City, Virginia.
Velma works closely with partners, federal institutions and consultants directly involved with the U.S. Department of Justice, U.S. Department of Defense, U.S. Department of State, and U.S. Congress. Velma has worked with compatriot Ministries of Foreign governments and respective Diplomats
Independent Review, Inc. was established in 2010 per the collective recommendation of investment bankers.
Through Independent Review, Inc., Velma supports the firm’s domestic clients in federal certifications including through U.S. Small Business Administration (SBA), federal financing and insurance including through U.S. Department of Agriculture (USDA). Velma also supports international clients both in the private sector, and with infrastructural development financing backed by the U.S. Department of State. Velma is an advocate in support of domestic and international trade associations, business associations, chambers of commerce, and defends sovereign legal and economic development rights including in Rural America, Latin America, Middle East, and Africa. Additionally, she consults in management of a major U.S. direct marketing and fundraising database that serves political and nonprofit sectors.
Velma Anne Ruth, M.Ed. is Founder of ABS Community Research, a nonprofit 501(c)(3) organization established in 2001 supporting research, development, and administration for advancements and partnerships in health and human services, education, economics, and criminal justice. Velma’s extensive volunteerism has provided support to NGOs, humanitarian programs, cultural associations, village associations, faith-based groups, public partnerships, coalition development, and independent media. ABS supports a range of beneficiaries including U.S. Veterans, African American community, groups in multiple Latin American, Caribbean, African, Middle Eastern and Asian nations, plus United Nations affiliated projects such as UNICEF USA, Universal Peace Federation, and Women’s UN Report Network.
Through ABS, Velma collaborated with UN agencies, U.S. federal agencies, and related institutions on “Global H Codes (GHC).” GHC is a classification system she founded for advancing administrative, finance, operations, and compliance information technology systems to support the $9+ trillion U.S. nonprofit sector, and $17 trillion global nonprofit sector, as compatible also to intersections of government and corporate sectors.
Velma serves as Executive Director and Secretary of the Board of Rule of Law Committee (501c4) which was established in 2001 by the President Emeritus to uphold and defend the rule of law under principles of the U.S. Constitution, Declaration of Independence and Bill of Rights. Rule of Law Committee supports members, coalitions, and initiatives through joint task forces including: The Quantico Group, Thin Blue Line Caucus, Election Integrity Task Force, Flood Control Caucus, and Farmers Across America.
In May 2023, Velma co-founded Civil Rights Institute as the 501c3 arm of Rule of Law Committee, to support community members and constituents in understanding their civil rights through training programs, providing resources and research tools to assist the grassroots in upholding their civil rights, and raising awareness through public campaigns to educate and defend civil rights.
In 2013, UN Economic & Social Council (UNESCO) affiliate Universal Peace Federation appointed Velma an Ambassador for Peace, which is a certificate of advocacy-related diplomatic status to the United Nations awarded to selected government officials, diplomats, business leaders, philanthropists, and activists.
In September 2021, Velma was honorably recognized by Marquis Who’s Who in America for Organization Skills, and honored this 20th Anniversary of her nonprofit 501c3, ABS Community Research for advocacy in the advancement of finance and operational practices to empower and support the nonprofit sector nationally and internationally. Marquis Who's Who in America has been recognizing the most accomplished individuals and innovators from multiple sectors since 1899.
In 1998, Velma earned a Bachelor’s in Interdisciplinary Studies: Psychology and the Visual & Performing Arts. In 2000, she earned a Master’s of Education in Psychology with Criminal Justice focus. For both undergraduate and post-graduate, Velma maintained an Apprenticeship in Creativity & Intelligence out of New York University.
